Donna Z. Phillips PH
Chief Executive Officer
Dr. Phillips brings more than 25 years of physical therapy expertise to HealthSouth Rehabilitation Hospital of Fredericksburg. A Pennsylvania native who grew up in New Jersey, she graduated from Rutgers, The State University of New Jersey, with a bachelor’s degree in physical education. She received a master’s degree in physical education with emphasis in sports medicine at Temple University in Philadelphia. She received a post-baccalaureate certificate in physical therapy from Hahnemann College and her doctorate in pathokinesiology, the study of abnormal movement, from New York University. Dr. Phillips most recently served as director of clinical services at Geisinger HealthSouth Rehabilitation Hospital in Danville, Pa. She was with Geisinger HealthSouth for 13 years. She has been a clinical associate professor of physical therapy at the University of Medicine and Dentistry of New Jersey since 1995.

Donna Fleming Donna Fleming
Chief Nursing Officer
Ms. Fleming is a Virginia native. She received her associate’s degree in nursing from Germanna Community College, and began her nursing career at Mary Washington Hospital in Fredericksburg, Virginia. She received a bachelor’s degree in nursing from Virginia Commonwealth University and a master’s degree in nursing administration from George Mason University. Ms. Fleming holds a specialty certification from the American Nurses Credentialing Center (ANCC) in Medical-Surgical Nursing and Nursing Administration. Prior to joining HealthSouth, Ms. Fleming served as the Nurse Manager for 4 South, a 32-bed medical telemetry unit specializing in renal, respiratory and ventilator patients, as well as the Dialysis unit at Mary Washington Hospital. Ms. Fleming has extensive acute care clinical and managerial experience. She has served as the lead on various hospital committees and process improvement projects.

Davina Filion, MSPT,
Director of Clinical Services
Ms. Filion received a master’s degree in physical therapy from Thomas Jefferson University, and completed her undergraduate work at Cornell University in the area of nutritional science. Prior to joining HealthSouth, she worked as a traveling physical therapist in various health care settings across the country, including inpatient acute rehabilitation, outpatient neurology, outpatient orthopedics, transitional care and skilled nursing. Her experience also includes volunteer work at a hospital in St. Lucia, West Indies, where she worked with patients and assisted with staff education.

Joseph D. Paquette,
Medical Director
Dr. Paquette specializes in family practice and is Medical Director at HealthSouth. A Virginia native and graduate of the Medical College of Virginia, Dr. Paquette completed an internship and a residency at the Riverside Family Practice Program. He is board certified in family medicine. Dr. Paquette also serves as chairman of HealthSouth’s medical executive committee and president and chief medical officer at Pratt Medical Center.

Michael W. Jones
Director of Plant Operations
A retired Navy Chief Petty Officer with more than 22 years experience in plant maintenance, Mr. Jones began his Navy service aboard the USS Aylwin in Charleston, S.C. He then led the air conditioning, refrigeration and air compressor shop at the Shore Intermediate Maintenance Activity in Rhode Island. Mr. Jones was then stationed in Sabana Seca, PR, where he served as Patrol Supervisor and Physical Security Officer. Heading back to sea, he was stationed aboard the USS Seattle in Earle, N.J., and was later assigned to Naval Healthcare New England in Rhode Island. He finished his naval career as manager of a satellite clinic serving officer indoctrination candidates.

Karen Truslow

Karen received a bachelor's degree in nursing from George Mason University and began her career at Mary Washington Hospital as a Home Health Nurse.  She received a master's degree in nursing administration from George Mason University.  Prior to joining HealthSouth, she served as a Case Manager/Operations Manager for the Department of Care Management at Mary Washington Hospital.  Karen brings 17 years of case management experience to Healthsouth Rehabilitation Hosptial of Fredericksburg.  She is an Accredited Case Manager recognized by the National Board for Case Managers.

Jesse Goodrich, PHR
Ms. Goodrich is a graduate of James Madison University and holds a Professional in Human Resources certification. Prior to joining HealthSouth, she worked as a senior human resources coordinator for a 570-bed acute care hospital.
