Donna Z. Phillips PH
Chief Executive Officer
Dr. Phillips brings more than 25 years of physical therapy expertise to HealthSouth Rehabilitation Hospital of Fredericksburg. A Pennsylvania native who grew up in New Jersey, she graduated from Rutgers, The State University of New Jersey, with a bachelor’s degree in physical education. She received a master’s degree in physical education with emphasis in sports medicine at Temple University in Philadelphia. She received a post-baccalaureate certificate in physical therapy from Hahnemann College and her doctorate in pathokinesiology, the study of abnormal movement, from New York University. Dr. Phillips most recently served as director of clinical services at Geisinger HealthSouth Rehabilitation Hospital in Danville, Pa. She was with Geisinger HealthSouth for 13 years. She has been a clinical associate professor of physical therapy at the University of Medicine and Dentistry of New Jersey since 1995.

Jeffery D. Filiberto
Medical Director
Dr. Filiberto is medical director at HealthSouth. He received a medical degree from Louisiana State University and completed a residency at Louisiana State University Medical Center. He has served as associate medical director at HealthSouth Rehabilitation Hospital in Baton Rouge and Wichita Valley Rehabilitation Hospital in Wichita Falls, Texas.

Davina Filion, MSPT,
Director of Clinical Services
Ms. Filion received a master’s degree in physical therapy from Thomas Jefferson University, and completed her undergraduate work at Cornell University in the area of nutritional science. Prior to joining HealthSouth, she worked as a traveling physical therapist in various health care settings across the country, including inpatient acute rehabilitation, outpatient neurology, outpatient orthopedics, transitional care and skilled nursing. Her experience also includes volunteer work at a hospital in St. Lucia, West Indies, where she worked with patients and assisted with staff education.

Curtis Hines Curtis Hines
Director of Marketing Operations

Jesse Goodrich, PHR
Director of Human Resources
Mr. Goodrich is a graduate of James Madison University and holds a Professional in Human Resources certification. Prior to joining HealthSouth, he worked as a senior human resources coordinator for a 570-bed acute care hospital.

Joseph D. Paquette,
Associate Medical Officer
Dr. Paquette specializes in family practice and is program medical director at HealthSouth. A Virginia native and graduate of the Medical College of Virginia, Dr. Paquette completed an internship and a residency at the Riverside Family Practice Program. He is board certified in family medicine. Dr. Paquette also serves as chairman of HealthSouth’s medical executive committee and president and chief medical officer at Pratt Medical Center.

Debra L Cannon, RN,
Chief Nursing Officer
A seasoned health care professional, Ms. Cannon attended nursing school at Prince Georges College in Largo, Md., and received master’s degrees from Marymount College in Virginia. She also received a nurse practitioner degree from Georgetown University. Ms. Cannon has served on the Maryland State Health Planning Agency, and was appointed to the Mayor’s Blue Ribbon Advisory Committee on perinatal morbidity and mortality in Washington, DC. As a result of a study she initiated at Southern Maryland Hospital, legislation for the first child safety restraint program was developed and passed into law. She held several high-level nursing administration positions with health care systems in Georgia, South Carolina and Tennessee, before coming home to Virginia.

Michael W. Jones
Director of Plant Operations
A retired Navy Chief Petty Officer with more than 22 years experience in plant maintenance, Mr. Jones began his Navy service aboard the USS Aylwin in Charleston, S.C. He then led the air conditioning, refrigeration and air compressor shop at the Shore Intermediate Maintenance Activity in Rhode Island. Mr. Jones was then stationed in Sabana Seca, PR, where he served as Patrol Supervisor and Physical Security Officer. Heading back to sea, he was stationed aboard the USS Seattle in Earle, N.J., and was later assigned to Naval Healthcare New England in Rhode Island. He finished his naval career as manager of a satellite clinic serving officer indoctrination candidates.

Catterton, RN, BSN,
Director of Quality/Risk Management/Infection Control
Ms. Catterton brings more than 20 years of health care experience to her role at HealthSouth. A Virginia native, she received her bachelor’s degree in nursing from George Mason University. Prior to joining HealthSouth, she worked for Texas Children’s Hospital in Houston. Her experience includes hospital nursing administration, quality and performance improvement leadership, regulatory and compliance oversight, and safety management implementation.
